1. Overview

Tianjin Binhai New Area Tanggu Binhai Building Engineering Quality Inspection Center Co., Ltd. (hereinafter referred to as “the Center”) is an independent legal person invested by No.4 Engineering Company Ltd. of CCCC First Harbor Engineering Company Ltd. It was approved as one of the first-level laboratories in the first group by Tianjin Construction Commission in June 1991 (JJZ No. 11015); as Tanggu Test Center of Tianjin Building Engineering Quality Inspection Center by Tianjin Construction Commission in 1993 (JK [1993] No. 622); as Tanggu District inspection Laboratory by Tianjin Construction Commission in 1997 (JK [1997] No. 173), and as a Grade A laboratory of waterway of traffic construction project by Basic Construction Department of the Ministry of Transport of the People’s Republic of China (JZJ [1997] No. 350) in the same year; and as a Grade B laboratory of highway of traffic construction project by Tianjin Municipal Highway Administrative Bureau in 2001 (JGLJZJ [2001] No. 279). The Center passed the CMA metrology accreditation of Tianjin Municipal Quality Technical Supervision Bureau and was approved as Tianjin construction project quality witness inspection test agency by Tianjin  Construction Commission in 2003; in Nov. 2004, the Center passed the approval and review of National Laboratory of China National Accreditation Service for Conformity Assessment(CNAS), and obtained the accreditation certificate of National Laboratory; in 2007, it was reviewed as a Grade A test and inspector for waterway construction materials with Grade B comprehensive inspection qualification of highway engineering by Basic Construction Quality Supervision General Station of the Ministry of Transport and Tianjin Municipal Administration Highway Quality Supervision Station according to Decree No. 12 Measures for the Administration of Test and Inspection of Highway and Waterway Engineering released by the Ministry of Transport.     

The Center is an independent corporate inspector, which can independently carry on the business activities, undertake the fair inspection as the third party, and independently bear legal liability and civil liability. It is a building engineering qualification and raw material inspector (fixed location) providing the fair data to the public

The Center has management office, business office, comprehensive office and three laboratories for construction materials, mechanics, and chemistry. It is staffed with 43 employees, including 1 professor of engineering, 7 senior engineers, 10 engineers, 4 assistant engineers, and 4 senior technicians. The building area is 3000sqm, of which the laboratory area is 2,000sqm, the area of constant temperature room is 100sqm; the Center has fixed assets (instruments and equipment) of 7.44 million yuan, including more than 200 sets of main devices.

3、Instruments and equipment

The testing center has more than 510 sets of main instruments and equipment, with fixed assets of 11 million yuan, equipment preparation rate of 100%, inspection rate of 100% and completion rate of 100%.

4、The human resources

 The testing center is led by Ye Qiye (the top manager), Pang Wei is the secretary (and deputy director), Chen Kongxiang is the technical leader, and Wang Guoqing is the quality in charge.  The testing center has a total of 54 members, including 1 professor-level senior engineer, 9 senior engineers, 12 engineers, 13 assistant engineers and 3 senior technicians.

The testing center is mainly responsible for construction engineering, highway (municipal) engineering, water transport engineering structure, components and on-site raw material commissioned inspection and supervision sampling inspection;

According to the construction project quality, highway water transport engineering testing organization qualification certificate and qualification certification measurement certification, the testing center now carries out testing projects including: various properties testing of steel bar raw materials, cement, sand and gravel test, geotechnical simple test, building structural components Testing, concrete, mortar compressive strength and mix ratio test, brick strength test, exterior wall facing brick bond strength, rock, natural facing stone, light aggregate, fly ash, waterproof coil and coating, building doors and windows, building energy saving Materials, helmets, safety nets, rear embedding, concrete component physical testing, etc., a total of 208 products, 407 parameters.
